Republican Study Committee unveils ACA replacement plan

The Republican Study Committee today announced a proposed alternative to the Affordable Care Act and Democratic proposals for a government-run health care system. Among other provisions, the proposal would establish federally-funded, state-administered coverage pools for individuals with high-cost illnesses; and repackage existing funding for ACA premium subsidies and Medicaid expansion to fund state-administered flex-grants to subsidize health insurance for low-income individuals. It also would provide equal tax treatment to the employer and individual health insurance markets; increase pre-tax contributions to health savings accounts; and allow HSAs to cover health-related expenses such as insurance premiums, direct primary care service fees and health sharing ministry dues. The RSC is a group of conservative members of the House of Representatives.
