About 39% of the 12.7 million Americans who signed up or were automatically enrolled in a 2016 health plan during open enrollment in the Health Insurance Marketplaces were new consumers, according to a final report released today by the Department of Health and Human Services. More than 9.6 million people enrolled through HealthCare.gov, while 3.1 million enrolled through state-based marketplaces. About 3.5 million enrollees were adults under age 35. More than 60% of the 3.9 million people who actively enrolled in a 2016 plan switched plans from 2015, saving an average $40 per month for the same level of coverage. According to a separate report released today, 8.8 million people had an active Marketplace policy at the end of 2015.
