Final rules exempt certain wraparound benefits under ACA, HIPAA

The departments of the Treasury, Labor and Health and Human Services yesterday published final rules allowing group health plans to offer certain limited benefits that wrap around eligible individual insurance, Basic Health Plan coverage or a Multi-State Plan as “excepted benefits,” which are exempt from certain requirements under the Affordable Care Act and Health Insurance Portability and Accountability Act. The proposed rules were published on Dec. 23, 2014.
