Northeast Georgia Medical Center - Health Access Specialty Referral Program

Health Access (HA) is a network of public and private health care and human services providers that have partnered to expand access to health care and improve health outcomes for low-income, uninsured adults in Hall County. Under the leadership of physicians and involvement of Northeast Georgia Medical Center (NGMC) and other health care providers, HA has developed a comprehensive, well-coordinated health delivery system that manages care, promotes early intervention, and integrates primary, specialty, ancillary and hospital services for the uninsured. HA works with community partners to create a safety net system in the region with clear portals of entry, a medication assistance program, chronic disease management, and navigation education/care management services. HA is managed by Good News Clinics, which provides free medical and dental care services, specialty referrals and medications to uninsured Hall County residents who cannot afford health care.

HA assists enrolled individuals in receiving needed health care services including physician visits, medications, diagnostic tests, and other hospital procedures. HA also makes referrals to a broad range of social service organizations. HA maintains a network of more than 200 primary care and specialty physicians who provide care for HA enrollees at no charge. Funding comes from a variety of sources.

Who is it for?

Low-income, uninsured adults 18 to 64 years of age that reside in Hall County who are at or below 150 percent of the federal poverty level and who are not eligible for other public programs.

Why do they do it?

The goal is to increase access to specialty care for Hall County’s low-income, uninsured adults.

Impact

HA increases access to quality specialty and ancillary health care, including prevention and early intervention services; improves the effectiveness of services for uninsured patients; and increases access to low-cost medications. In addition, HA helps the hospital emergency departments (EDs) reduce costs by facilitating earlier treatment of illnesses and reducing inappropriate ED use.
