Post-acute Care Advocacy Alliance
Post-acute care is a growing and essential health and social service, accounting for more $2.7 trillion spent on personal health care, and, of that, almost 15% of total Medicare spending. Post-acute care settings include long-term care hospitals (LTCHs), inpatient rehabilitation facilities (IRFs), skilled nursing facilities (SNFs) and home health agencies.
Advocacy Issue: Site-Neutral Payment Proposals
Hospitals and their associated facilities provide access to critical services that are not otherwise always available in the community and they treat patients with very severe conditions. Payment proposals that attempt to treat hospital outpatient departments the same as independent physician offices and other ambulatory sites of care ignore the very different level of care provided by hospitals and the needs of the patients and communities cared for in that setting.

ACTION NEEDED: Contact Lawmakers on Important Issues Facing Hospitals and Health Systems
While lawmakers are in their district, it is important for the field to engage with members of Congress to remind them of the importance of preserving access to care by continuing to fund vital programs like telehealth and hospital-at-home waivers, and avoiding harmful policies such as site-neutral payments and Medicaid DSH cuts.
Advocacy Issue: Medicaid
The Medicaid program is the largest single source of health care coverage in the United States, covering nearly half of all children, many low-income elderly and disabled individuals, and working adults in low-wage jobs. With the passage of the One Big Beautiful Bill Act (P.L. 119-21), Congress made policy changes that will reduce federal spending for the Medicaid program by hundreds of billions of dollars over the next 10 years.
